Key Findings
  • Some countries achieve gender parity (around 50%) or more in Cabinet, while others have near-zero representation.
  • High women-minister shares do not always align with high women’s parliamentary representation—executive appointments follow different political dynamics.
  • Because cabinets can change rapidly, year-to-year shifts may reflect reshuffles rather than long-term structural change.

About This Statistic

This statistic measures the share of ministerial (Cabinet-level) posts in national government held by women. It is a simple but powerful indicator of women’s access to the highest levels of executive decision-making—often shaping national priorities on budgets, security, health, education, climate policy, and the economy.

The International Parliamentary Union (IPU) and UN Women compile these figures by country, based on official government information (and validated with national parliaments, governments, and reliable public records). Percentages reflect the composition of the government at a specific point in time and can change after elections, reshuffles, or the creation/merger of ministries.
