Teacher-to-student ratio, primary education (pupils per teacher)
Average number of primary pupils per teacher by country (latest year, ~2019–2024). Lower ratios generally indicate smaller classes and more teacher time per student.

Key Insights
- •Ratios vary widely globally—from roughly ~10 pupils per teacher in some high-income systems to above 50 in the highest-burden systems.
- •Many Sub-Saharan African countries exhibit the highest ratios, consistent with rapid enrollment growth and teacher shortages.
- •Several European countries cluster around low-teens ratios, reflecting higher teacher staffing relative to enrollment.
- •Because this is a staffing-to-enrollment measure, policy changes (hiring drives, enrollment shocks) can move the ratio quickly even without changes in learning outcomes.

About This Statistic
The primary-education pupil–teacher ratio measures how many enrolled primary students there are for every teacher in the primary level. It is widely used as a proxy for classroom crowding and the intensity of human resources available for early learning (though it is not the same as average class size, because it is based on staffing and enrollment totals).
Countries with high ratios often face challenges such as teacher shortages, rapid enrollment growth, or constrained education budgets, while very low ratios can reflect higher staffing levels, smaller systems, or demographic decline. Because countries report different “latest years,” the figures below are best used for cross-country comparison rather than as a single-year snapshot.
