About This Statistic

The youth NEET rate measures the share of young people (ages 15–24) who are not in employment and are also not enrolled in education or training. It is widely used to assess how successfully countries are integrating young people into school-to-work pathways and to identify groups at risk of long-term labor-market exclusion.

The International Labour Organization (ILO) produces internationally comparable NEET estimates using harmonized labor force survey data and statistical modelling where direct survey observations are missing or incomplete. Because definitions of employment and education/training can vary across national systems, using ILO modelled estimates helps maintain cross-country comparability, especially for countries with limited survey frequency.
