Key Findings
  • Many high-income and several middle-income countries reach near-universal (≈100%) basic coverage through tax-funded or social insurance systems.
  • Coverage remains very low in a number of low-income countries, reflecting limited fiscal space and fragmented pooling.
  • Some countries show moderate coverage despite relatively strong health outcomes, indicating reliance on out-of-pocket spending or mixed financing.
  • Large-population countries differ widely—highlighting the role of labor informality and entitlement design in achieving universal coverage.

About This Statistic

This statistic captures the estimated share of people in each country who are covered by at least a basic package of health insurance or publicly financed health coverage. It is a useful proxy for financial protection and access to essential health services, and it highlights differences in how countries organize risk pooling (tax-funded systems, social health insurance, private insurance, or mixed models).

The measure is compiled from country administrative records and household survey evidence harmonized through WHO and World Bank Universal Health Coverage (UHC) monitoring work. Countries with universal tax-funded or social insurance systems tend to score near 100%, while places with fragmented financing, large informal sectors, or limited public entitlement often show lower coverage and/or large inequities within the population.
