Key Insights
- •Most countries have 0% coverage because they do not have an explicit carbon tax or ETS in force.
- •Where implemented broadly (often in Europe), carbon pricing can cover a large majority of national emissions.
- •Carbon pricing coverage and carbon price level are different: high coverage can still coincide with relatively low prices.

About This Statistic
This statistic measures what share of a country’s greenhouse gas (GHG) emissions are covered by an explicit carbon price—either through a carbon tax or an emissions trading system (ETS). It is a useful way to compare how widely carbon pricing policies reach across economies, beyond just whether a country has “a” carbon price.
Coverage can be high in jurisdictions where pricing applies broadly to power, industry, and fuels, and low where pricing is limited to specific sectors or where policies are subnational. The World Bank compiles this from official policy documentation and emissions coverage estimates, and publishes it in its annual carbon pricing reports and datasets.
