Key Insights
- •Scores span a wide range (roughly −2.5 to +2.5), reflecting major differences in regulatory environments worldwide.
- •High-income OECD and advanced small states tend to cluster at the top end, while fragile/conflict-affected states often sit at the bottom end.
- •Because the index aggregates many sources, it provides a broad signal of the business-regulatory climate but cannot pinpoint which specific regulation is driving a country’s score.

About This Statistic
Regulatory Quality is one of the World Bank’s Worldwide Governance Indicators (WGI). It captures perceptions of a government’s ability to formulate and implement sound policies and regulations that permit and promote private‑sector development (e.g., competition policy, trade and business regulation, and market-friendly rules).
The WGI score is a model-based estimate that aggregates many underlying data sources (surveys of firms/households, expert assessments, and NGO/think-tank indicators). Scores are comparable across countries for a given year and typically range from about −2.5 (weak regulatory environment) to +2.5 (strong regulatory environment).
