Number of merchant ships by flag of registration (commercial fleet, 1,000 GT and above)
Global comparison of merchant ships registered under each country’s flag (commercial fleet ≥1,000 GT). Shows which flags dominate world shipping.

Key Insights
- •Fleet size by flag is highly concentrated in a few large registries (open registries).
- •Flag-of-registration patterns reflect regulatory and economic incentives as much as domestic maritime activity.
- •Using flag-based counts can misrepresent where shipping revenues or ownership truly reside.

About This Statistic
This statistic counts merchant ships (commercial vessels) of 1,000 gross tonnage (GT) and above, grouped by each ship’s flag of registration. It highlights how global maritime transport capacity is distributed across “flag States,” including major open registries (flags of convenience) and national fleets.
The measure is widely used in shipping and trade analysis because the flag of registration affects regulatory oversight, safety and labor enforcement, and often tax/registration costs. Countries with very large counts (e.g., Panama, Liberia, Marshall Islands) typically host international registries rather than owning all ships domestically.
