Key Findings
  • Gulf customs-free zones and city-states can show near-zero average applied tariffs (e.g., Hong Kong SAR, Macao SAR, Singapore).
  • Large emerging economies often maintain double-digit simple-mean tariffs, reflecting broad protective schedules rather than a few targeted duties.
  • Neighboring countries with trade agreements can still differ markedly in simple-mean tariffs due to sectoral protection choices (e.g., agriculture vs. manufacturing).
  • Simple-mean tariffs provide a ‘policy stance’ snapshot, but do not measure the full restrictiveness of trade regimes without NTMs.

About This Statistic

This statistic shows the average effective customs tariff rate a country applies across all imported products, calculated as a simple (unweighted) mean of applied tariff rates. It offers a quick, comparable snapshot of how open—or protected—a country’s border regime is for goods trade.

Unlike trade-weighted tariffs (which can be biased downward if high tariffs suppress imports), the simple mean highlights the policy stance across the full tariff schedule. It is widely used in trade-policy comparisons, but should be interpreted alongside exemptions, tariff-rate quotas, and non-tariff measures (standards, licensing, etc.), which can also strongly affect market access.
